Job summary:

The Department of Health’s Office of Emergency Medical Services is seeking dynamic, energetic and motivated candidates to fill one (1) EMS Analyst position. The EMS Analyst position is a regular full-time status position. The EMS Analyst is a professional, staff-level position that reports to the EMS Manager and performs administrative, analytical, and oversight activities to ensure county EMS providers are in compliance with federal, state, and local delivery regulations. pre-hospital emergency medical care.

The main responsibilities of the EMS analyst include: developing, through a consensus process, clinical and operational policies and procedures for the EMS system; analyze, recommend and implement solutions to improve the EMS system; evaluate operational, contractual and clinical performance and recommend methods to improve performance; coordinate and lead stakeholder meetings; write technical and political reports; liaise with EMS, county and other stakeholders; assist in the certification and accreditation of pre-hospital staff; develop a comprehensive disciplinary program of pre-hospital care, including investigations, certificate probation, suspension and revocation of EMT applicants and certificate holders; develop and implement a medical priority allocation system (MPDS) assessment program to determine the resource requirements of 911 medical callers, based on the MDPS system; , develop, implement and maintain an effective program to improve the quality of the MPDS and improve the effectiveness of the MPDS; manage the preparation and intervention programs in the event of a medical incident involving several victims of the EMS system; develop and regularly review and revise the plans, policies and procedures of the Multi-casualty Incident (MCI), Medical Disaster, and EMS Duty Officer service agents; respond for EMS or operational zone coordination to the operational zone emergency operations center, departmental operations center, emergency communications department, incident site or other location to carry out EMS coordination, control or mutual aid activities in the event of a disaster, declared emergency or other critical incident; and serve on call as an EMS duty officer.

Have a proven track record demonstrating the following knowledge, skills and abilities:

• Knowledge of the principles, techniques and equipment used in basic and advanced prehospital resuscitation care.

• Knowledge of applicable laws and regulations governing basic and advanced prehospital resuscitation systems, including the California Emergency Medical Services Act and the California Code of Regulations, Title, 22, Division 9.

• Knowledge of the capabilities and applications of electronic management information systems

• Knowledge of the functions and operations of emergency medical services programs, including applicable laws and regulations.

• Ability to develop, interpret and apply complex regulations, policies and contracts.

• Ability to oversee complex record keeping and reporting systems.

Three years of progressively responsible supervisory OR administrative experience in health services or hospital administration.

WHERE

Equivalent to obtaining a bachelor’s degree in health administration or a related field.

Conditions of employment:

• Possess and maintain a valid California driver’s license or the ability to provide alternative transportation approved by the appointing authority.

• Be available to work flexible hours, including evenings, weekends, holidays and in times of disaster or emergency.
